State lottery policies are often established piecemeal and incrementally, with little or no overall overview. Authority is divided between the legislature and executive branch and further fragmented within each.

Once a state lottery is started, it typically operates with a limited number of relatively simple games, and progressively expands in size and complexity as revenues expand. This process is driven by the need to increase the amount of money available for a lottery in order to maintain or boost revenues.
